Please refer to the 802.11s draft if you have access to it. Those are
states of the peer link (plink) management protocol.

You should try 'mpath dump' instead: that will show you if there is a
path to the destination you are trying to reach.

Does 'station dump' show at least one mesh node in the 'ESTAB' state?
If not, you won't be able to communicate.
