[PATCH] Updated wireshark mesh dissector

Here is a patch against wireshark 1.0.2. It updates the mesh header 
length, sequence number and ie's to those of the wireless-testing tree.

I had to disconnect the TAG_NEIGHBOR_REPORT dissector because of a ie 
code conflict.
